Per chapter "1.3 Pin Sharing Scheme" of the RT3050 data sheet, that's not possible.
These are the pin of the 5 port PHY interface. As far a I understand, Ethernet PHY signals are electrically not compatible to (3V3) TTL signals, so it would take quite some additional hardware to make those pins selectable as GPIOs. At least I have not yet seen a controller with on-chip PHY where the Ethernet pins could be changed to GPIOs (that only works for the RMII/GMII signal that go to an external PHY). However, I would not exclude that there are exceptions
