 new device - unable to telnet

Hi,
I just received brand new carambola2 device, connected it to the LAN (with bottom eth1 port) and made sure it got IP.
(checked DHCP server log)

The telnet to this IP is not working (Connection refused) but ping works.

What are mine options to configure/connect to the the device?
Is it DOA?

Connect to ETH0 with a computer set to a static IP of 192.168.1.2 and you will find the LUCI Webpanel at 192.168.1.1 in your browser.

Here is the checklist I use on a Carambola2 Bundle when I receive one (this is for a computer running Windows):

"Green Power Leds
Attach USB mini-A to Computer, Green Leds on Ethernet ports illuminate"

"FTDI Driver
Devices and Printers shows FT232R USB UART and this device is operating properly, note COM port used"

"Busybox on COM
Start PuTTY serial session on COM port from Item 2, speed 115200, press ENTER"

"Kernel Version
Type ""uname -a"" in PuTTY console"

"DHCP Request on Eth1
Connect Eth1 to router with DHCP Server, check for IP with ifconfig in PuTTY console"

"Luci on Eth0
Connect Eth0 to Computer set for static IP 192.168.1.2, disable other network connections on computer. Point browser to 192.168.1.1"

"Wifi Access Point on radio0
Enable radio0 in Luci->Network->Wifi, check for Carambola2 in network browser"

"Luci on AP
Disable other network connections on computer, connect to Carambola2, point browser at 192.168.1.1"

"SSID scan on radio0
Use Scan Luci Wireless Overview check for local Wifi networks"

"Disable Wifi Access Point on radio0
Disable radio0 in Luci->Network->Wifi"
